Is there a permanent solution to this issue?

This error is caused by an issue in Microsoft SQL Server 2008 R2, which Microsoft fixed with SP1. To fix the issue, you would need to apply the service pack from the MS download site. Here is the link:

We've suffered this same problem for a long, long time. We have SQL Server 2008 R2 SP1 installed but it still occurs on a regular basis. So don't hold your breath on that solving the issue. The problem causes VSS Writers to go into failed states which in-turn prevents our 3 backup solutions on our server to fail because they all rely on the VSS Writers. The only way to clear the VSS Writer failed states is to reboot the server. A proper fix is really needed for this.
