Outside Laptop with remote db cannot connect to Inside Network Sync Service

ISP: Comcast Cable with fixed IP

ACT! 2009 Premium

Network Sync Service running on desktop in office 192.168.1.100 hardwired IP.

Cable Modem - unknown

Linksys WRT54G Wireless Router

Inside IP is Private Class C - 192.168.1.n

Issue: sync from outside was working fine in the past, company moved next town over, Comcast assured them they could keep the same IP, not so - IP changed - now laptops can't sync except while inside office.  Telnet from outside to the NSS port (default = 65100) fails.  Telnet from inside works.

RDP from outside fails, RDP from inside works.

On the Linksys router we've set Port rule to forward TCP&UDP traffic on 65100 to the NSS machine (IP=192.168.1.100) No luck.

There's a cable modem that I don't know the address for - angry IP didn't find the cable modem in the range 192.168.1.0 to 192.168.1.255 - I'm thinking the cable modem may have been reset by Comcast in the move, or by being powered down and is blocking now.

Any help / advice / suggestions appreciated

It sounds like an issue with the router or port configuration, for which you may need a networking specialist to resolve. Try changing the sync port to another port, such as 65101, 65102, or 65200. You can run the netstat -a command from the DOS prompt on the server to see if the sync port you are using is actively listening.
