Remove the ACT! address book and attempt to send an email. See if Outlook still crashes or not. If it doesn't, disable other Outlook addins and readd the ACT! address book. It could be a conflict in the OUtlook addins.
You can disable Outlook addins by going to Tools > Trust Center > Addins

Two quick things to check:
1. Do you also have iTunes running?
2. How many messages are in the Inbox in Outlook currently?
