Outlook Act Database constantly disabled

Unable to perform the requested action, there are not ACT! address books set up at this time.

 

We are currently using ACT! 2010 Premium with outlook 2007. We have our act databases on our network, which means that when we add outlook connectivity to ACT! we point it to a network location. "IE" //actdb. Many of our users report the above error message constantly occuring. After the error occurs, the act database must be added again via ACT! and pointed to the network location. I would like to know if any users here have experienced this as I have tried several different things to fix this.

 

Clean act installations

Registry cleanup of act keys if users had previous versions.

Fresh windows installations and fresh installations of act! for testing.

 

The error seems to occur in several different scenarios which leads me to believe that it is probably something that I have not looked at yet.
