I recently installed Office 2013 along with IE 11. I installed the Outlook Web Integration and launched Outlook.
I cannot log onto the ACT Web Address Book when accessing Outlook 2013. I continue to get an error that states that "The ACT Premium Web Service cannot be accessed at this time. The database may be locked or the Network Connection may be down". I have successfully installed on another laptop with similiar configuration.
Any suggestions would be appreciated to correct?

I was able to get this to work on another system with 8.1 by running Outlook as Administrator. However, I added another user in this manner (same environment), walked through the steps provided, and the same error came up. I restarted IIS, checked security setting on the ie11 browser and double checked the server time vs. laptop.
Any ideas in the community?
