Just to verify - you are attaching documents as a 'Shortcut', not attaching the document in whole > correct?
What happens if you attach the complete document (not a link)?
What is the message presented when you attempt to access the link?
Do links work if attached to a Contact record?
On the links not working: enter the path of the shortcut into the Windows > Start > Run option and try to access the document.

Documents are linked as shortcuts. We do not attach documents as file attachments.
It does work as a file attachment.
The error message states:
"There was an error opening the attachment. It may have been deleted by another user, created on a database that does not synchronize attachments, or you may not have access to the file path."
Links do not work from Contact records.
Links work outside of Act.
