ACT! by Sage Premium 2009 (11.0) Version 18.104.22.168, Hotfix 1
I have 7 remotes that all sych to a main database. I can see the records my users are looking for in the main database, but none of us can synch and get them in our remotes. We all have different numbers then the main database and some different then each other.
I have done an integrity check and a re-index, I have also tried to change one field in the records to see if they will sync and still nothing.

First - there are a number of fixes to sync in the free patches since your build. You should update to Hotfix 4 as per this ACT! Knowledge Base article -
You must update ALL systems sharing the database to the same version.
Then check if you can see the contacts on the main database when logged in as the other users... if not, the records might be Private or Limited Access and the user can't see them.
If that's not the cause, you probably have the Sync Set not including all the contacts
