I would try running a repair in Microsoft office next. Worth a try now as you have looked at the other options. It will reset a number of settings so is worth trying.

I've just repaired Office (again) and found out the following:
After unsuccessfully opening a template from within ACT, DO NOT close the empty Word document. Just ignore it and try opening the template from within ACT again. It works every time after the first attempt.
