New user cannot assign tasks to other users

We are using Act! Premium Version 16.3.11.0 on a shared database.

Running Windows 7 Professional 

New user is set up as a standard user.  When he adds a "TO-DO"  or task his name is the only one that appears in the "schedule for" dropdown while there are 5 other licensed users associated with the same team.

Access to the other calendars must  be granted by the other users. Have each user go to Schedule, Grant Calendar access and give this user access to their calendars.
