New remote database files won't allow standard users to login

After installing two different rdb files successfully I get the same results on two different computers.

 

When I go to log in as the intended user I get the following error message:

 

"Could not authenticate user. Verify user name and password"

 

In trying to log on with a total of 5 different users accounts I find that only the two admin level accounts will log on and sync.  The standard users all return the above error message.  Any ideas?

I should have mentioned that this is version 12 / Act 2010

If your RDB was created to allow all Users: Were the Standard users new usernames?  If they are new, be sure and sign into the Host database with them - to set them to 'Active'.  Then sign onto the remote as the admin and sync > then try signing onto the remote as the Standard user.
