I have ACT 2013 access via web installed on a server, I installed Sage ACT premium on a client and when attempting to sync receive an error saying the databases are different versions.
Do I need to install ACT access via web on all clients for network sync to function?

I'm seeing two different versions, neither has been updated to SP1. Although the client was downloaded two days ago, could SP1 have been included in the client?
Access via web - Sage ACT! Premium (Web) 2013 Version 15.0.301.0
Premium client - Sage ACT! Premium 2013 15.1.108.0
Both state they are up-to-date.

Yup, those numbers show that you'll need to update to SP1 on your web server and thesync server as per this ACT! Knowledge Base article -

Just downloaded SP1, while extracting I was told I have insufficient free space. However, I have 50gb free on the drive I'm attempting to extract it to. Exact message is as follows.
There is not enough space on drive :\ to extract this package.
Please free up 768.37mb and click retry.
Any ideas?

I just had a runin with that error and the Winzip extractor in the download file extracts to C:\ regardless of what you're system drive is.

Restarting the server cleared up the issue for me, after that I was able to update and user could sync.
