We are currently running ACT! Web 2007 version. Adoption of ACT! has been slow among our users due to performance issues.
Which version of ACT! do you recommend.
US - 15 users across multiple states
EU - 15 users across three countries
Asia - 15 users across three countries
ACT! Web 2007 is hosted out of US on dedicated server.
Does ACT! Web 2010 have enough improvements to increase performance? or is the access still dependent on internet access speed?
If I use ACT! Premium version w/ sync, is there ways to protect our data, or prevent it from being copied?
Your recommendation is greatly appreciated.

ACT! 2010 is faster than 2007, but the web users performances is still subject to your internet speed. You could certainly use synchronization to improve performance. To keep users from copying the data you could reduce their security role to Restricted. This will keep them from backing up the DB, exporting to MS Excel or any other file. They can still run (but not edit or create new) reports. So you may want to remove some reports templates from the default reports folder Contact, Contact Directory, Company List are some that you may want to look at.
You can also limit the access to only those contacts/companies that the users need to have.
