Multiple databases - different set of users - on same server

We need to have multiple databases on same server but for different groups of users.  Running ACT 2007 Prem Wkgp.  Outside of storing these databases in separate folders and setting permissions, how is this controlled within ACT?  I don't see where there are any pointers to assign a user to a particular database; only roles.  Is this possible?

That would be controlled by the user accounts within each database.

You can have all the databases in the same database folder.

Each user would get a PAD file which just points to the database they should access.

To log into the database they would have a user name and password.
