We are running, ACT v16.1, SQL 2008 R2 on a 2012 r2 IIS 8 server.

I have the same issue internally. This actually appears to be a browser issue.
I switched to Dolphin for my mobile browser, and it appears to work fine. It's free, and I can attest that all features of the Mobile Web appear to work when I use it on my Android. I've heard iPhones have similar success.

After I followed the section on How to enable SSL for Act! Premium (Mobile) located below, all my issues went away for all browsers on my phone. Iphone and Android
