Microsoft SQL not starting with ACT 2013 Premium

When I launch Act I get the following error message "Sage Act has determained that Microsoft SQL server is not running. Sage Act will try to start SQL Server. this may take a few seconds." Nothing happens after that no matter how long I wait. I have tried everything to manually start the SQL Server my self and nothing is working. Does anyone have any suggestions?

 

I have Act Premium 2013 running on windows vista with office 2010

You could try and un-install the SQL instance and then manually install the ACT7 instance of SQL again as there may be something corrupt with the instance.
