I see Startup items in the MSConfig Startup list:
1. ACT >>> Act.Outlook.Service.exe
2. ActSage >>> Actsage.exe
Can either or both of these be disable to make for a faster boot time?

Act.Outlook.Service.exe is the service that enables ACT! to integrate with Outlook. Disabling this service will disable the integration.
ActSage.exe is the pre-loader for ACT!. It enables a faster initial startup of ACT!. Disabling this will cause the application to open more slowly for the first time after a reboot. Subsequent startups will not be affected.
Neither of these services have a significant startup time, so I don't think you will see a difference in startup speed by disabling them.
Note: Effective 6/1/13, Sage no longers provides support for the Act! software. This is now provided by Swiftpage.
