Came across a customer database yesterday where no one with administrator rights could Manage Users. After I ran ACTDIAG: Check Database & Repair Database, Administrator could now Manage Users, but upon logging out and back in, could no longer Manage Users. Another trip to ACTDIAGville and we again had rights. This is repeatable. I guess we could send it into db repair, but I'm going to encourage them to upgrade to 2012 and I'll run tests before to ensure that fixes the problem.

Have you tried: create a backup > restore it using 'Restore As' to a different name > test behavior?
If it corrects the problem, you could start using the new database.
