Which version of Act! are you running?
You mention having 1 contact set to Private so that only 3 of the users can see it, I assume you are referring to having that contact's access set to Limited Access to allow you to define the 3 users that should have access. The first thing to check is if the 'other' users can see this contact in the List View or through a Lookup, if the Limited Access is defined correctly this contact will not show up.
When looking at a Company > Contacts tab - if the user does not have access to the contact, that record will not be displayed in the list of contacts. Does the contact in question show up in the Company > Contacts tab?
Are the names listed in the Contacts tab the 'business card' you mentioned (not sure exactly what you meant by that one)?

Is this Act! 2010 Premium (or 2009, 2008, etc...)?
And to recap: they cannot see the contact record through the Contact List/Lookup, but can see it listed on the Company > Contacts tab - correct?
