If you're using Act! Premium, then yes!
Field Security settings can be accessed from Tools > Define Fields (making changes to the field structure does require all other users to be logged out, and I'd recommend backing up first!)
From the Field Security Menu, you can set No Access (the field will be greyed out), Read Only (users can see, but not change the value) and Full Access on each user/team.
