Hi, How to know our users has limited? And how to count it?
For example I have 14 license users. If I created 4 databases, I need to uses same users for each database or I can create another user?
And If my license users is exceed, how to know it?

The ACT program counts licenses based on concurrent licenses. So if you have 14 licenses and 15 users, just make sure that no more than 14 users are logged in at the same time.

The short answer is probably so ...
The ACT license is a user license, so when an entity has 8 licenses, no more than 8 users can be active on the host at one time.

Because I'm facing one issue, i'm not sure it because of user or not. it happen when user accessing via browser. One of our users got error 'An error has occurred on the server and has been logged' when clicking TASK LIST. I don't think it because of browser, because when I'm using my browser I can log in my username without any error. But when log in that user, it automatically log out when clicking TASK LIST

Have you tried logging is as you and then opening their task list? If that crashes ACT it might be something in their task list.
Are you using advanced security? EG Someone creates a task for another user but they do not have permission to access that record!
Also try a Re-Index in ACT under Tools , Database Maintenance.
