Keep Users from editing History and Notes

Is there a way to remove the ability for users to edit the history and notes created by other users while still allowing the creator to edit and/or delete their own Notes and History?  The only thing I have found in ACT 2011 is to remove the ability to edit or delete all History and Notes - including the ones you create.

I do not believe there is any way to do this without a custom utility and it an all or nothing. I try to encourage my clients to only use history for recording transactional data and therefore can remove the ability for them to delete a history once it has been created without an administrator unlocking the feature. Leave the notes alone then but treat them as a temporary storage seems to solve it for most users.
