Log-in time is slow up to 2 minutes at worst case, typically up to a minute. Once in responds well as it is only the initial handshake with a 3rd party program to do with licences that takes the time.

Here is something that really hurt one of my clients but only at initial login. They upgraded from ACT 2012 to ACT v18. Login time went from approx. 1 minute to 4-5 minutes. After a week of misery and only the standard answers from Tech support, I found this KB Answer ID 35736. This is a large database with a large number of users. Cleaning up the TBL_PREFERENCE Table put login times down to 45 sec.
I copied the user database to my virtual machine to test this. I used Microsoft SQL server Management Studio to clean up the preference table and it dramatically reduced login times. I then took another copy of the database and tried the Empty TBL_PREFERENCE Table.bat referenced in the KB and it caused problems where the database wouldn't open on my virtual machine. I used Microsoft SQL server Management Studio on the client machine to clean up the table.
My understanding from the last conference is that this has been fixed in v20.
