Uninstalled Act Premium Cloud 21.0.295.0 update 4 first as instructed by tech support.
Started install of Premium Cloud v21.1 local client, hung up after about 45 minutes of the cursor showing working. Can't close window, so shut it down with Task Manager.
Second try hung up at Deploy SQL Server and add demo database.
Rebooted. Third try hung up at Deploy SQL Server...
Deleted all instances of SQL Server per tech support instructions
Started install. Act reinstalled all instances of SQL Server, and hung up after about 45 minutes of the cursor showing working; waited about 30 minutes to shut down.
Running Windows 7
Started using Act Premium Cloud with local client at v18, and this is the first problem we've had updating the local client.

I can only reply from experience but this upgrade of V21 has been an absolute nightmare, to the point our Support Company have had to intervene. It has been absolutely shocking
