Inconsistent access to ACT Premium v16 web access

We are using ACT Premium Version 16.1.227.0 web access.  Consistently, we cannot log in due to the username and password being greyed out.  We have added the website to the Compatibility View Settings and Trusted Sites.  We have also turned off browser history under settings and then turned off remember name on log in.  We are using Internet Explorer as we use the mail merge feature to generate Word documents.  Now if we get in and error of “For best performance please remove site from Compatibility View in your settings”.  Once that is done we get the Unsupported Browser error, recommending IE 8 or higher.  We are using IE 10 or 11.  We have people trying to use off-site and not being able to access.  Does anyone have a solution?
