Assuming you want to do this as a one-off exercise (?) you can just do a lookup for the Record Manager in ACT then File | Export to Text Delimited File. You can then elect to export your Lookup. This will produce a csv file you can then import into Outlook.
Make sure your PDA can sync all the contacts - some of them have problems with more than 2000 ish.
There is no way to synchronise ACT Contact details with Outlook unless you buy one of the ACT! Add-On products which provide this functionality.
