Several of my users are administrators and managers and therefore they can manage records as well as they can export to excel. I need to be able to restrict these users for not being able to export to excel, however, I need them to be able to continue having access to manage records.

Welcome to the Sage ACT! Community. Unfortunately, it is not possible to remove this permission from Manager and Admin users, short of making them Standard users or removing Excel from their machines.
Note: Effective 6/1/13, Sage no longers provides support for the Act! software. This is now provided by Swiftpage.
