I'd like to keep a stream of activity around a particular contact. that is, it currently logs the email I send on the way out, but not the way back when they reply. How can I get that into ACT?

This is done via an Outlook Rule. See the Knowledgebase article #23020:

While you can create a rule to automatically attach inbound email, you might found that it's behavior is "dodgy" often times...
Keep in mind that you can select multiple emails in your inbox at once and add them all to contacts with just a few clicks.
Works every time and does not make Outlook have constipation...
