If you use the DOWNLOAD section of the Support section on the website, and choose the options for 2009 Premium, you will be presented with the download for the US Standard version. This will not work for Premium. Instead, look up the KB Article 23642 and dowload the correct version of ACT for your environment.
Remember, if you installed ACT originally use the United States region, you'll need the USPrem version. If you installed under the Canada region, you'll need the CAPrem. (or your version equivalent).
