With the hard drive crash, if the system is being wiped complete clean - you can reinstall by normal means > use your install disk or download file. If you installed with a download and no longer have that download file, send me a Private Note and I will provide you with a new download link. Include in the Private Note your serial number so I can verify the version and reset the registration tolerance if necessary.
If the system is not being wiped clean and Act! is still installed but won't launch, you will want to try the Add/Remove programs to uninstall the program but may have to use the ActUninstaller utility. Here is a link to an article for manually removing Act! 2010 and includes the uninstaller: KB Article 25179
If this is the situation, I recommend uninstalling Microsoft SQL also before attempting a reinstall.
