I have the same problem on ACT Premium, I have installed a new hard drive and I copy the database that was in my old hard drive and I open de ADF file and still have Failed to open a connection to the database. I installed SQL 2008 SP2, WIndows 10 Pro.

What version of ACT have you installed or trying to install?
Just seen it is ACT V18.2 on another link and you installed SQL 2008
I would suggest uninstalling ACT and SQL, make sure you have a full installation download of ACT V18.2 and use the default settings in the installation. It will then automatically install the correct version of SQL and link the ACT instance to it as part of the installation.
