I have a similar issue. When my users try yo sync on the Web it receives,"The value ACTOUTLOOKSYNC_SYNCSETS does not exist in the key PREFERENCES" error. They are able to sync using the ACT software.

Note: Effective 6/1/13, Sage no longers provides support for the Act! software. This is now provided by Swiftpage.
