To determine if this is specific to your original database, create a new database (File > New Database) > add a test contact and attempt to send an email from the new database. Successful or not?

No go on that - new database did the same thing. I'm starting to think this is port-blocking from my ISP - I have eliminated all other possible issues - still waiting on a call back from my two ISP's (coincidentally I think they both block port 25, which is required by the Act for web email to behave properly.
