I've had this issue before, but can't remember how it's fixed.
An email withing Act! - clicking it does not open a new mail message.

Check if the Act.Outlook.Service.exe is Hung on an email-->
Go to:
C:\Users\yourname\AppData\Roaming\ACT\ACT Data\HistoryQueue
There is where the temp emails are stored. Possibly one is jamming up the gears.
Move them to another folder or make a new folder. You can also put them in Trash Can
Reboot computer
Hopefully that gets things rolling again
**moving emails out of this folder might mean a history is not created for them
