Edition confusion - which one to get?

We have several dozen ACT! Premium 2006  users accessing databases stored in the SQL express database. Since Sage refuses to sell additional licenses for this version we will have to upgrade all to 2008.
If we want to end up with our workgroup users accessing databases stored on a full version of SQL server, what client software version do we need (part number)? ACT! 2008 Premium ST? I can only find a license part number for this on my vendor's Web site, not a full package. I would like to get one copy for test install purposes.

Do you already have your own licenses and cals for SQL? If so, you only need Premium EX ... it will use your SQL if you have it, or just create it's own SQL Express if not.
If you don't already have SQL, will the databases grow to 4GB or do you have 4GB + RAM or multiple processors on the server? If not, there will be no real difference with EX or ST.
