A friend of mine bought "Act! Premuium Hosted" for his small buisness. He wanted me to help him set it up as he's isn't that technically inclined.
I myself am not familiar with Act! at all.
My question is what the does the "Hosted" version allow him to do and what does a usual setup look like? Is there documentaion to faciliate this?
From this website the only thing I can sort of scrape together is that he needs to install this on an IIS WebServer and then his employees would access ACT from a browser session or mobile devices. Is that correct?
Can a hosted enviromnet be achived with Windows 8 professional and SQL Express? I'm trying to keep costs down because he only has 3 employees.

ACT Hosted is ACT PRemium for Web hosted by a 3rd party rather than you. IT runs over a compatible web browser and thuse needs no server configuration as the data is not kept locally. In your research look for setup for ACT for Web on the client side.
