I think the only way to do what you want is to disallow those users from deleting any records, you can do this by editing the users through manage users, and removing the Delete Records permission. This makes it impossible for them to delete contacts, opportunities or activities as well.
If thats not desirable, setup field security on your field and only allow certain users to change it

In Edit Preferences (general tab), you can just turn off "Allow History Editing".
Unfortunately, users can turn it back on if they know to look... it's not easy to secure.

Input from this web page goes directly into a database that management has direct access to read, and which they also track and gather statistics on.
