I've been testing in a 13.0 HF2 installation and cannot reproduce the same results, the 'Delete Contact' option remains available.
By chance are you clicking on a 'User' record? You cannot delete a contact record for an Act! user - you would have to delete the user and then remove the contact record.
If you create a new 'Test Name' contact record, can you delete it?

I had the same problem. When I clicked on only the first contact the "delete contact" was highlighted. When I clicked it a window appeared that asked me if I wanted to delete just the selected contact or the whole look up. I clicked the whole look up option and it worked. I agree a s strange way to do this.
