Default Access Level

Does the Access Level have to be "Public" by default?  I would like to change that to "Limited" for every new contact created so that only the Administrators and the Record Manager have access to that contact.  Is there a way to set that as the default for each user?

Try Tools > Preferences > Startup tab > Record Creation Options... button

 

You can change the default behavior here.

I meant to add that I am using ACT 2008 Premium.
