Data Not Transferring During Successful Sync

Act Premium 2007
Act Sync for Palm 2006
Palm Treo 650 and Palm Treo 755
 
All signs say that the sync completed successfully, but some contacts do not transfer and some updated information does not transfer. There does not seem to be any pattern and both of the Palm devices (on different computer) have the same problem, but not necessarily with the same contacts.
 
Has anyone else had this problem?
 
While I am asking questions, does anyone know why Sage shipped the 2006 version of the sync software with the 2007 version of the Act?
 
Mainly, I want to know how to fix this problem.
