ACT 2008 Premium;
For some time I am trying to customize my toolbar, but whenever I click that menu item "tools/customize/menus and toolbars..." a grey veil covers all fields, no customizing tool pops up like before and every icon is blocked. This can only be undone by closing ACT entirely and reopen it.
Maybe this is of relevance: Starting Act takes 3 minutes until I can open a database.
Any help would be appreciated.

As you might guess, an ACT database should not take 3-minutes to load.
If it does, your computer system may be under powered, which could be causing the ACT program to respond slowly (even hang) while doing normal tasks, or a network problem may exist (if the database is not local) contributing to further lags.
Not alot of information to go on, so this is a guess.
A couple of things to consider:
- Is the database local or networked?
- Does this problem occur under any other ACT login?
- Do you have local Administrative privileges in Windows?
- What permissions do you have in ACT?
- Do you use Norton 360 or Internet Security, or some comparable McAfee product? And if so, are the appropriate program exceptions configured in those Security applications?
- When you go into Task Manager and check the processes, what is consuming the most memory? And specifically how much?
- How much RAM do you have installed?

Have you tried leaving it for a long time to see if it responds?
If it does, it could be an underpowered machine as suggested

My configuration is : Intel Celeron 3.06 GHz, 1.93 GHz RAM, MS Windows XP SP2;
The database is networked but located on my computer;
I have Administrator privileges in both Windows and ACT;
I only use Symantec Antivirus;
ACT uses the most memory before SQL Server;
The actual opening of a database goes quick; it is the start of ACT itself after a reboot or so, which takes forever,
even when nothing else is running.
It doesn't look like the system was underpowered. I actually was once able to do a customization of my toolbars, but I don't remember
what has changed since then.

It can take a while after a reboot as SQL can take a while to load - SQL loads at reboot before you even start ACT!, if it's not fully loaded, ACT! would wait till it is.
Also, your AntiVirus might do a startup scan on reboot, which would have it running slow for the first few minutes.

I am aware of the sql startup time; it happens everytime I close ACT and re-open it later; it is not my greatest concern; I thought that my prolonged startup time for ACT may have something to do with the inability to customize my toolbar and icons; some corrupt file maybe?
Btw. I tried to do this on another computer in our office and everthing works like a charm there. Startup is normal and customizing toolbar is available.

Difficult to say without more info... but you could try a full reinstall
This is a procedure I wrote to get the most clean install possible:
Uninstall any version of ACT! from Windows Control Panel | Add/Remove Programs
Use the Uninstaller.exe from the ACT! KB 19338 (the exe, not the manual uninstall)
Uninstall .Net Framework (all versions) - this does NOT apply to Vista users as .Net 2.0 is part of the OS and can't be uninstalled
Uninstall any MS SQL items from the Control Panel if still there
Uninstall MSXML 6 Services from Control Panel if it's still there
Perform a Selective restart with MSCONFIG as per ACT! KB 14499
Install .Net 2.0 Framework (only 2.0 for ACT! 9/10) from MS web site (only XP, not Vista)-
Manually install MS SQL as per ACT! KB 19386
Install ACT! 10.0 full install
Install ACT! 10.02 patch if the previous install was the previous build
Restore from Selective Startup Mode with MSCONFIG
You might also exclude ADF files from the anti virus
