You will need to configure the outlook settings by clicking on the Email System setup button.

If you are using ACT! via the web (via a browser) With no ACT! application installed on the machine you need to configure it by following http://kb.swiftpage.com/app/answers/detail/a_id/19465
You cannot install the Web client outlook plugin (Outlooksetup.exe via the E-Mail Preferences -- webpage Dialog email integration if you have the ACT! application installed on your machine.

I am unable to do the set up as per your first link because the "E-mail set up wizard 2 of 3" is empty.
there are no options.
