Converting ACT! 6 to 2011: Foreign Key Constraint

I'm converting ACT! 6 to 2011 Premuim.  I've run maintenance on the ACT! 6 database every way I know how.  I go to 2011 and open the .dbf file to convert.  It runs for a REALLY long time then gets the foreign key constraint error on "NOTE-MANAGEUSERID_FK."

I obviously can't get past the error to complete the conversion.  So what can I do about this?  Any options?  I can't be the first person to run into this.  Do I have to export/import all the data?  That can't be good.  There are about 2500 contact records and not a lot else.

TIA.

It looks like there is a user in 6 that did not make it to 2011. Try cleaning up the users in 6.0 before converting.

Red Flags fixes this. You get it from a partner in Texas. That's all I can remember.
