Environment:
APFW 2013 (V15.1.108.0, HF3)
VIRTUAL SERVER:
Windows Server 2008 R2 Standard SP1 (64-bit)
Intel(R) Xeon(R)CPU E5620 @2.40GHz 2.40GHz / 4 GB RAM
Access via Cisco AnyConnect VPN Client
A client receives the following error message whenever an ACT! Administrator tries to access the Manage Users dialog via APFW(also attached):
Unable to communicate with the server. You may need to re-logon to ACT! Premium for Web.
I've searched for a fix for this, but have come up dry. Does anyone have any suggestions?
Thanks much!

i am getting your logon page so it must be a authentication issue with act.
Also noticed you are not using https and I would definetly strip the act version info from your login page.

I too concluded it's an authentication issue, but what and where do I need to give appropriate rights? Please advise. I've given full rights for the obvious:
ACT DB
ACT folder
SQL folder
Also, their IT sets up the APFW site, but I'll make those recommendations.
Thanks!

i would test the lan login on the server first, to eliminate any browser issues, then use actdiag to check error logs also iis logs will
give more insight as to what is going on, you it guy should be able to narrow it down
