Do you happen to get an error message when trying to login?
We are also presently aware of issue with our Hosted7 and Hosted8 servers this will cause webpage to not load.
Please let me know if your website is hosted on one of these servers.

I'm also unable to log into Act this morning on our hosted8 account. This is the error provided by running diagnostics in IE:
Windows Network Diagnostics
resource (hosted8.act.com) is online but isn't responding to connection attempts.
The remote computer isn’t responding to connections on port 443, possibly due to firewall or security policy settings, or because it might be temporarily unavailable. Windows couldn’t find any problems with the firewall on your computer.
