Act v21 Premium 21.0.295.0 update 7
We have uninstalled Office (365)and Act and are not able to resolve this issue.
There is a KB article but it only references Internet Mail.
Any help would be appreciated.

Try running Act! and Outlook as Administrator to see if it then works OK. Right Mouse click the icons and then select Run as Administrator.
You could also try trurning off UAC on the machine

It might be worth if its a simmilar issue to this KB article http://kb.act.com/app/answers/detail/a_id/38583
You could try running an office 365 repair as well as that sometimes sorts out issues with left over stuff.
