A couple of out of the box ideas and an add in.
1) Under Tools, Preferences, Calendar and Scheduling, Calendar Preferences, set the day Start and end time. This will cause a different color background on the selected time range per user
2) create an inactive user and create recurring activities to block out the specified time range. Would only show up if the inactive user is displayed under "Select Users" on the Calendar view. More different ranges possible, but still "Clunky"
