I know this is a problem in my computer or in my WEB Browser - How can I fix it??

It's a setting in your preferences as you have it set to 5 minute increments.
In ACT! go to Tools -> Preferences and click on the Calendar in the Calendar increments change the Daily Calendar from 5 minutes 30 minutes.
