Is there a way to block an employee from using ACT for Web outside the office, but allow that employee to access it while present in the office? I know you can use the Tools in IE to block web sites, but this is a personal laptop the employee is using and not under control of the employer.

You could use the Directory Security Tab within IIS and limit the acces to the internal IP addresses only. http://support.microsoft.com/kb/324066 is the Microsoft KB that explains how to do this.
ACT! does not contain settings which would allow you to limit the access as you have described.
