Best Practices - Creating regions/districts for managers

Hope someone will take a couple minutes to point me in the right direction. We need to set up some regions/districts in ACT so that managers can look up account executives in their region only but still has access to the entire database. I thought that setting up Groups would be a good way to manage this but you can look up individuals. Any thoughts? Your help is appreciated.
