Auto Creating Groups

About 200,000+ records will be imported from a flat .csv file with about 50,000+ unique companies and 2-6 contacts per company.
Desire is to have those 50,000+ companies as groups with the contacts linked via those groups. User did a test of about 5000 records and manually created approx 1000 groups for the companies but that's not an option once the 200,000 records are imported for 50,000 companies.
Does anyone know of a way to have those 50,000 groups created automatically during the import process or easily after the import is completed? Is there a tool that can do this?
I see that OAK!Merge can add contacts as members of static groups. Is there any way it can auto create groups based on unique specified criteria first (Company name) and then add the contacts after it's created the groups?
 
If the creation of groups cannot be automated, ACT! becomes a non-option as a db solution. Any suggestions?
